History and Purpose

Tax Management Services was founded in 1980.  The company’s founder, Bill Tennenbaum, had a history as both a user and provider of Unemployment Compensation Cost Control services.  It became apparent that the industry was moving away from personal service as a result of many factors.  These included the growth of computers and the lack of qualified, trained professionals with knowledge in the areas required for effective and efficient Unemployment Compensation Cost Control.  State Unemployment is the only area of taxation that an employer can control the rate at which it pays.

Controlling the cost of this area of taxation, whether by lowering experience-rated tax rates or by reducing direct reimbursements for not-for-profit organizations, is the reason that Tax Management Services was founded.

The knowledge base required includes unemployment compensation and allied payroll taxes, human resources and the law itself.  Unemployment Tax laws are in a constant state of change.  These changes come about both legislatively and through precedent decisions. 

Legislative changes take place due to State and Federal changes.  The Federal Unemployment Tax Act governs the State Unemployment Tax laws.  The United States Department of Labor is charged with the responsibility of making sure that each state conforms to the Federal mandates.  States may also amend their own laws as long as conformity issues are met.

Precedent decisions take place due to new trends and interpretations of both new and old laws.  Keeping up with these changes in interpretations and modifying on-going recommendations is required to maintain the lowest possible exposure to state unemployment liabilities.

Reducing turnover through Human Resource Management reduces liability and benefit charges, thus reducing tax rates and direct reimbursements.  Tax avoidance through legal means by understanding all exclusionary rules also reduces liabilities.  Our all-encompassing program accomplishes all of these tasks while reducing your internal time and costs
